Moving images to new subfolder copies files but does not remove from original folder

When culling images in Library grid view I flag several images as rejected.

I select all the rejectes:  Edit > Select by flag > Rejected

With images selected I right click on the current folder containing the images and select "Create folder inside of ..." creating a new "rejects" folder.

The Create folder dialogue has an option to "Include selected photos" which I enable.

On clicking [OK] I see a progress bar in the top saying "Moving images".

When complete, the rejected photos are now in both the new folder and in the old one.  Lightroom is copying not moving.

How do I get the app to move the images into the new folder so they are no longer in the old folder in one action?
