My Lightroom classic is saying it is open elsewhere when I don't have it open at all?

When I try to open my lightroom classic it continulously says that it is open elsewhere. I don't have it open anywhere else and have shutdown my computer numerouos times. Any suggestions?

You'll need to delete the .lrcat.lock file:
