Navigation problem in Print Module

I am running the latest version of Lr on a Dell using Windows 10. Years ago I was adding a title to a photo and now whenevever I hit print module I am stuck on the image I have attached. I have tried every button on the inteface but can't move around it. It is the number 1 and there is a numbe two (I am going by the numbers in the lower left hand corne) but I'm paralyzed and stuck. I want to do page setup and tutorials but I can't get to any screen that allows me to begin figuring this out. What is this screen and why can't I get rid of it. I've tried everything esc etc etc

Quit Lightroom Classic.
macOS: Press and hold the Shift + Option keys.
Windows: Press and hold the Shift + Alt keys.
While holding down the keys, launch Lightroom Classic.
When asked, select "Yes".

Try the Preferences reset as suggested by @TheDigitalDog 

It does appear to be a Secondary Window overlaid on the Primary window, yet the [2] icon button is not highlighted to indicate this- strange!.  Does the Function Key 11  [F11]  clear this screen?

 

And what is that 'eye/dot' icon that your 'hand' cursor points to in your screen-clip? I do not see that in my Windows UI.
