Newbie to the Cloud Storage is Full issue

Hi.

Apologies if this is a silly question, but I just can't get my head around this.

I have the Photography Plan with 20GB storage on my Mac. It now shows 22.2GB of 21GB used and a sync error, presumably because I have exceeded the original 20GB?

I have just bought a MacBook to travel with and want to know how I can access all of my photos from LRCC to LR on my laptop.
