Well, yes and no. Camera raw is built into LrC, so the results of editing in LrC and the results of editing in ACR are the same* (so yes, editing in LrC is indeeed using ACR to edit).

 

And on the other hand, if you really want to use ACR on photos already in LrC, then the answer is NO you can't do that unless you go through Photoshop.

 

* — there are a tiny number of features in the current ACR that are not in LrC, so those you can't get to unless you open the photo in Photoshop first.

To add to the good reply from @dj_paige -

As a work-around: You can select an image in the Lr-Classic library and [Edit in Photoshop as a Smart Object]. The Background layer that appears in the  Photoshop UI can be [Double-Clicked] to open the Smart Object in (raw) ACR.

 

There is also a Camera Raw FILTER from the Filter menu in Ps, but this is NOT working with the raw data, it is working with the RGB pixel data in the Ps (TIF, PSD) document, although the UI looks identical to raw ACR.
