Photo's in Develop mode are more blurry than in Library mode (before editing)

When I see a razor sharp photo in Library mode (can take some time...loading... before it is sharp), it looks less sharp in Develop mode. The difference is bigger when the photo's are in JPG.

Normally I shoot RAW, by today my cam was, by accident, set to file format JPG. Now the difference in sharpness between Library and Develop mode is huge. After editing and exporting, the photo looks OK.

I import in Build Preview 1:1, no Smart Preview.

Why is the Develop mode more blurry than the Library Mode? It makes the editing quite annoying.
