Has adobe recently changed their policy?

https://helpx.adobe.com/creative-cloud/kb/file-storage-quota.html

I've gone through "all synced photos" and deleted all the photos not in any synced albums.

My 3 synced albums are from lightroom classic, and confirmed to just be smart previews online.... so this shouldn't count towards my space, right?

I've also gone to my adobe cloud files and deleted any and all files foudn there, it's empty.

but I still have 60GB used?

I don't understand what's using my space. And there seems to be no way to see it either.

Look in your creative cloud app under files, libraries, deleted to see what's there. Are you using LR? Check your LR online to see what's there.
