In that recording you are attempting an import from a USB drive D. And the file structure on that drive looks a lot like a camera formatted file structure. Is that drive perhaps a CFExpress card? (do I have the correct term?) Unlike SD cards, the OS treats them like hard drives, this can lead to some confusion.
Also, in the file structure on that D drive, I notice a folder EOS Misc, so is this a Canon?
If a card in or out of the camera, how are you connecting?

Lightroom (Lr icon) or Lightroom Classic (LrC icon)? What version NUMBER?
Your title talks about upload but your text talks about import. Which is it?

Point being, wondering about a connectivity issue.
Another bit of info I notice, is that your C drive in that Folder Panel is indicating missing folders. Perhaps you should fix that first. It might be leading to import problems (LrC not very good on error messages in that area)
Oh, and one important bit of info not shown, in the import screen, right panel, expand the File Handling section.
Finale inquiry. Looking at the destination, are you actually trying to import to OneDrive?

It is a CF Delkin Devices 64GB, and shot with a Canon 5d Mark iv. I am using a pixelflash CF card reader/USB. I use it all the time with my other HP, and the files import with no issues. Not sure why it is just happening on this new HP. I am not trying to import to onedrive, for whatever reason it just defaults to that. I need to change it to go straight to my hard drive! I will get some housekeeping done with some of your suggestions and then see what happens.
