Can only think of a few reasons - so I'll throw my hat at the issues
Internet connection or firewall
Even if you are online, a firewall or antivirus may be blocking Adobe Digital Editions (ADE) from accessing the server. Try temporarily disabling your antivirus or firewall and then relaunch ADE.
ADE authorization issue
If your Adobe ID isn’t properly authorised in ADE, it can prevent access to your books. Check by going to Help > Authorize Computer and sign in with your Adobe ID.
Temporary Adobe server issue
Sometimes Adobe’s servers have temporary interruptions. Waiting a few hours and trying again can resolve this.
Outdated ADE version
Make sure you are running the latest version of Adobe Digital Editions, as older versions can cause connection errors.

Can you create a new user account and try that - or try boot up in safe mode and see if it works (safe mode would be a good test - then try new user account).
Can you give your system specs and OS etc.?

(Note: This question was posted in the Lightroom Classic section of Adobe Community where I am reading it. It is not likely that many Lightroom Classic users are able to help with an Adobe Digital Editions question. It may be better to post this question in the Digital Editions community, or maybe a moderator can move this question there.)
I’m not sure but maybe these problems are connected to Adobe recently transferring Adobe Digital Editions to another company, Harman Connected Services, a division of Samsung. Maybe the servers are being switched over and older app versions don’t know how to connect to them. So the first thing to try is see if there is a newer version of the Digital Editions app that connects to the current servers? (I haven’t used Adobe Digital Editions in years so I don’t know much.)
When I did a web search about this, I found the following Adobe help article, published just a few days ago, on November 20, 2025:
