Presets not showing

New Here ,

OK, so I switched computers recently and am trying to get my presets on my new computer. I've loaded them, installed them, and now they don't show. If I go to the + for the presets, and try to install them, it says these presets have already been installed, so I know they're there. But, manage presets is grayed out, I can click on it. Also, all the forums say to go to preferences, presets, then check "show partially compatible develop presets" and uncheck "store presets with this catalog." I've done both, still nothing. I've checked both, unchecked both, flip flopped, and still nothing. Can anybody tell me how to get my presets in this situation? On Mac, using Lightroom Classic

Do you have a photo selected? Isn't it missing? You can't manage presets or click on a preset if there is no photo that can be edited.
