Presets wont apply to photos

Hi - my presets will not apply to my photos. Doesn't matter what i do. 
I am using Lightroom Classic 12.01 and it will not appluy preset. 
When i scroll over them, it shows what it would look like if preset was applied but when i click it.... nothing.

Resetting LR's preferences usually fixes this problem:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.
