Latest version of LR has a new bug. Previews are not being created in parralel. I know this because there is significant "pop-in" rendering when flicking between images after edits are applied. I am also experiencing a related bug whereby previews are not displaying for the correct image when switching between images in the film strip after small adjustments are made. This is intermittant and highly unpredictable but I have managed to capture it twice on screen recordings during the editing of one collection.
This issue is intermittant but consistant through my workflow and has been since updating to 13.0.1 release.
See screenshot for "performance" preferences. Machine is M1 MAx macbook pro with 32gb ram.
One step forward with the fix of the auto-sync crop issue Adobe, but 2-steps back with this issue and a little list of new ones I'm currently documenting.

So,
/Preview Generation Settings > Generate Previews in parallel/
Can speed up preview creation during import. That would be Library previews, not Develop previews.

My undeerstanding from previous support is that "generate previews in parralel" is a funtion whereby previews are generated whilst moving through the fimlstrip as opposed to once an image is clicked on.
Either way, have a look at the videos attached to my post for relevant support feedback.
