I think your Export settings include the option Add To This Catalog, so the exported JPEG is reimported into the catalog.
In the Keyword List, right-click the top-level "Nature" keyword and do Edit Keyword Tag. If Include On Export is unchecked, that would cause the behaviour you're seeing:
In that case, when LR exports the keyword "Chat", it doesn't include the parent keyword "Nature". When it imports the exported JPEG back into the catalog, it contains just "Chat" but not its parent keyword "Nature", so it creates a keyword "Chat" at the top level.
The same thing could happen if the keyword "Chat" doesn't have Export Containing Keywords checked.
