You need to restore a recent backup of your Lightroom Classic catalog.

Based on your original problem statement about a corrupted catalog, uninstalling Lightroom Classic is not necessary, and will not help with a corrupted catalog.

Also the error message message shown does not indicate a corrupted catalog. It indicates the folder where you need to change permissions to write permission. Again, reinstalling Lightroom Classic does not help with this.

I don't know why the message about permissions appears. You still have the problem of a corrupted catalog, which can be solved by restoring a recent backup of the catalog file.

Please try putting the unzipped backup of your catalog file in a newly created folder, then double-click on this catalog file, and see if the permissions message goes away.

Again, uninstalling / re-install Lightroom Classic will not fix this.
