Question; Library and importing to LRC

Workflow: Load photos from camera to computer hard drive then move them to various new or exesting folders on external hard drive.  Import to LRC from those folders.  Dell computer Windows 10

Question:  Say I load new photos to cmputer hard drive then move those to various folders on the external drive.  Moved photos of flowers to a flowers folder on external drive which alreday had photos that have already been imported to LRC.  When I try to import the flowers folder to get the new photos the new photos never transfer.

What am I missing?

Please clarify if these are brand new photos of flowers which have never been imported into LrC, or photos of flowers that have been previously imported into LrC. If the word "load" means Import into LrC, then please use the word "import" from now on; or does "load" mean something else to you?

Please clarify if this move of photos was done in LrC or in your operating system.

Also, there is absolutely no point to putting the photos on the internal drive if you plan to move them later to the external drive. This is just double the effort for no additional gain. Just import the photos directly onto the external drive straight out of the camera.
