Republish to Flickr creates duplicat

When I republish a photo to Flickr thats been updated it creates a second copy on Flickr. Not sure if this is a
Lightroom or Flickr problem.

Are you on a Pro account? I see a note in Jeffrey Friedl's plugin notes for his version that only pro accounts can do replacements.

Got this reply from Flickr:

"Thanks for reaching out to Flickr Support.
 
This may be in relation to Adobe's Lightroom Classic update that has rolled out this month. 
 
I would recommend disabling the Lightroom/Flickr connection, and then re-enabling it to see if the issue with duplicates continues to occur.
 
It this doesn't resolve the issue, please let me know."

 

I tried their suggestion with no luck.
