Republishing modified photos to Hard Drive Renaming sequence don't work together

I have a target folder on my hard drive in publish services. For this target, I have a file renaming setting that automatically creates a sequence (file 1.tiff, file 2.tiff, etc..)

However, every time a modified photo is republished, it starts from 1 again and overwrites the first photo. 

 

It seems that LRC does not keep track of the published file and the modified photo when you turn on renaming. 

 

FYI I'm trying to create a folder for InDesign so any changes I make in LrC show up in InDesign linked images automatically.

That is now sequences always work in Lightroom. They apply to a single action (import, rename) and start again at 1 for each new action. Pressing the 'Publish' button is an action, so this is as expected. You'll have to use a different renaming scheme.
