sky selection greyed out in Lightroom Classic

This may be a user error, but I am trying the sky mask feature in LC and for some reason sky, background, subject and object are all greyed out.  What am I doing wrong?  

Verion is latest at LR6-2-2-v13-3

The Lightroom Classic version number would be something like 13.3 or 13.4.

Version is 13.4 and it's only some images that the tools are greyed out.
