I've been offered a laptop with these specs:
Intel Core i7-9750H
Geforce RTX 2070
HyperX Impact DDR4 2933MHz 32GB
PM981a 1TB PCIe NVMe M.2
I'm confident it is capable of running Lightroom Classic, but will it run fast? Is this good specs for Lightroom Classic? I have no idea. 🙂
Five year old CPU, not particularly fast by today's standards.
Two generations old GPU, so features that use the GPU (like AI and the Develop Module) will also be slow.
In my opinion, this would not be a good choice.

Consider laptops built for content creators. Better CPU's, Better GPU, more VRAM, more RAM, better displays, typically more storage. Often better ports
Probably lees emphasis on a Gamers Laptop. Some bells and whistles of little value, some emphasis on overclocking (not great for LrC). Disply so so.
And no interest at all in a low profile, a low power consumption laptop. Or for that matter, a basic hum drum laptop (poor graphics, poor RAM, low end CPU) (By the way a content creator laptop will have a huge power brick)
And remember, you will not be able to add more RAM later on, you will not be able to change the GPU later on, you will not be able to increase the VRAM later on.

Totally agree, but this also winds up costing a lot more.
