syncing 21 photos, nothing happens.

21 photos syncing shows in "CLOUD STORAGE" window, but there are no photos to sync. I deleted all photos from Lr, unchecked all "sync" icons from collections in Lrcc, deleted photos from "All Synced Photographs" from Lrcc. Nothing shows on web version or app on mobile.                                                                                      Lrcc and windows 11 was restarted multiple times, but syncing 21 photos still appears.
