Firstly - do I need syncing when I only use LR classic and PS. It interferes with the running of LR so I have paused it. Can I stop it altogether? It says my cloud is full. I don't use LR on other devices.

That's entirely up to you. It is a question that is independent of the fact that you only use LR Classic and PS. The purpose of syncing the photos with the Adobe cloud is to allow you (and possibly others) to view the photos from mobile devices, or on other computers.
