Syncing Issue for 11.3 windows

My computer based edits do not sync to the cloud. Perpetual uploading. Been hours and hours with no change. Simply reads 242 photos uploading. But android app and other cloud based options are not receiving any changes.

 

Edited a lot of photos and deleted a lot of them too. But why should that matter? Please fix or I'm done with Adobe.

Are the images in Lightroom Classic organized into "normal" collections, and have you tagged those collections to be synced to the cloud? And, is sync activated in Lightroom Classic?
