Transfer photos to new computer

I would have to move my images and Lightroom catalog to a new desktop. All images are on one HDD. Can I make this transfer by plugging the HDD into a new desktop and then opening the Lightroom catalog (backup) and nothing more needs to be done.

No need to use backups of your catalog (although it is good that you have backups). You can just copy the working catalog file to the new computer and open that. See the instructions linked above.
