I haven't been able to use the Transform tool for some time. Nothing happens when I click any of the tabs. Any guidance? Lr CC 10.1 Windows 10 Pro

Any particular reason you have not updated to the latest version. i.e. LrC 10.4?
Lots of bug fixes since 10.1.
