Unable to access catalog

I have recently gone updated my Macbook with the latest software update. I've gone to access my Catalog that is on my External Hard Drive and this error message has popped up. So I cannot access my work. Has anyone ever encountered this problem before? How do I go about fixing the folder permissions?

It might be necessary to provide full disk access in order for you to continue. If you select "all conversations" in the forum there is a quick tip at the beginning instructing you on how to do that. I'm a Windows person, and haven't followed that thread.
