Unable to import preset, all items were already imported

When i installed Lightroom Classic 11.0 

The first thing i did was clicking import presets(from a zip file)

But those presets haven't appeared under presets

I've tried to uninstall and reinstall Lightroom Classic 

and tried to import again, but it says "Unable to import preset, all items were already imported"

I've looked through the earlier issues with this problematic and those solutions haven't helped me so far

I've sent two clips of how it look

You didn't provide a screenshot of the entire LR window, so we can't tell: Did you have a photo selected when you went into Develop?  If no photos are selected, then a bug in LR will cause the Presets panel to be blank.
