Unable to install latest version

I just purchased a new camera, Panasonic Lumix FZ80D. I wasn't able to upload photos to Adobe Lightroom Classic and figured I needed to download to the latest version of the application. However, the download failed and I got the message that I wasn't able to overwrite with the same version. I'm sure I wasn't using the latest version but now I can't check because I can't open Lightroom at all and get the message "The application Adobe Ligntroom Classic can't be opened." What do I do now?

Per (Ref 2), LrC v 13.4 is required for that camera

Bring up your copy of LrC.  Click on HELP, click on About Lightroom Classic, what do you have?

 

However, the download failed and I got the message that I wasn't able to overwrite with the same version

 

The new LrC v13.5 may or may not be available to you just yet, it might take a day to show up.

Check whether you have a file ending 'lrcat.lock' in the folder containing Lightroom Classic catalog. Delete the lrcat.lock file if present, then try relaunching LrC.

 

If above doesn't work, then you may have a bad install. Therefore, you'll need to reinstall LrC.

 

Open the Creative Cloud app (CC app), select Lightroom Classic in CC app, choose uninstall, then reinstall. I've attached a screenshot of the CC app that might help.
