Unable to minimize Lightroom or change apps when using Masking pane

Issue: 

• Lightroom Classic Version Number: 13.0.1
  
• OS Version Number: Mac OS Sonoma 14.0.0
  

Steps to reproduce:

1. Open any image in Develop
2. Switch to Masking pane (do not actually need to be applying a mask)
   
3. Try to minimize Lightroom Classic or switch to other programs using Stage Manager or Dock
   

Expected result: LR Classic should minimize to tray or to Stage Manager and other app should come to front
Actual result: Unable to use any other open windows and LR stays on top until Masking is closed
