Unable to see newly imported images or Synchronized except after restart

In one of the more recent updates (Maybe in Dec-Jan) my PC/Lightroom has been unable to show images I import without the need to restart Lightroon after doing the import. I just updated to the latest version again and its still happening. 
When I import I can see it importing images in the progress bar, its says the job is done when complete but nothing is in the folder it created or in the Previous import folder, the number of images lisetd for the folder is 0. If I close Lightroom and reopen they all show up. Same is true when i run the synchroize function on any existing folder. Any ideas as to the quirk?

Also seems to have other visual issues - If I add keywords they also don't visually appear to apply until I restart lightroom. If I apply a rating, color label etc with a key shortcut command Lightroom says it applied that information but it does not show it viually. If I click with the mouse on the rating or label it applys and shows. If I restart lightroom all the things I did appear visuall. Thumbnails don't update with changes applied in Library mode yet in Develop they are applied. I can even jump in and out of Develop and Library and the thumbnail flips between the thumnail being pre or post deveopment changes. It seems like this maybe a graphics card quirk?
