Lightroom Classic might not have closed, according to Creative Cloud. Try this:
In the Creative Cloud app, press CTRL + ALT + T (Win) to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go.
Open Task Manager (CTRL + Shift + ESC) & look for any Adobe-related processes running in the background & end those processes.
Open Creative Cloud again & try updating Lightroom Classic again.
