Upgrade Lightroom Classic without subscription

I have been using Lightroom 4 for many years and needed to reinstall Windows on my computer. I have a disk for Lightroom 3, and would like to upgrade to a newer version, but every time I ask to "Buy," Adobe asks me if I want to pay $10 a month for it. Is there any way of getting a newer desktop version than paying for a mothly subscription? I don't need any storage. I have plenty of my own; I just want to run the app on my PC.

Lightroom Classic, the upgrade to Lightroom 3 & 4 is only available with the Adobe Photography plan via subscription. This plan includes Photoshop, Lightroom Classic, Lightroom (cloud-based), and Lightroom Mobile apps, it is not available as a single application.

As said in the previous posts there's no possibility to upgrade without buy a subscription.

If you don't want to buy a subscription you only can go to Photoshop Elements. This is the only Adobe software that's a perpetual license.

Lightroom Classic installs and runs locally, just like your old Lightroom 4.

Your photos are not uploaded to the cloud, and you don't have to use the cloud storage that's included in the subscription.

What is it you really are objecting to? The subscription? Or the cloud storage? Lightroom Classic stores your photos locally, runs locally, just as your old software does. (There is an option to store lower resolution photos in the cloud, but you don't ever have to turn this on)
