I personally feel that it's better to crop first so that the enhancement can take place on the image that you want enlarged and enhanced.

When the rubber meets the road, no difference. A crop is just a parametric (instruction or think of it as metadata) edit. Your preference. 

What gets actually rendered out into say a TIFF, yes, the crop then takes place.

When you use super resolution on a raw file, Lightroom will first apply 'enhance details'. Any cropping is irrelevant, because that is a non-destructive crop. The original raw file will be used regardless of that crop.

 

To avoid getting such a large file, you could first export a cropped TIFF, import it again and then use super resolution on that TIFF. In that case 'enhance details' won't be applied, so this may give a slightly worse result. I haven't tested that, however.

 

If the result is indeed worse, you could avoid that by using a two step approach: first use only 'enhance details' to create an enhanced DNG. Then apply the crop on that DNG and export a TIFF with that crop. Finally use super resolution on that cropped TIFF.
