Lightroom Classic displays files noticeably different between the Library and Develop modules for certain files, as shown by the attached example screenshots from the two modules. The different appearances of the file in one module to another make it difficult to know how a file will appear if printed or displayed in electronic format.
A similar issue exists where certain files display differently in Photoshop vs. Lightroom, which make it even more difficult to know how the "true" look of edit made.

Initial troubleshooting steps:
1. Quickly test if you have a bad display profile:
That often causes differences between Library and Develop.
2. Try setting Preferences > Performance > Use Graphics Processor to Off. Use of the GPU less frequently causes differences. If turning it off eliminates the differences, then update your graphics driver by going directly to the manufacturer's web site.
3. Examine the photo at 100% in both Library and Develop -- do you still see such dramatic differences? The two modules use different algorithms for scaling displayed photos, which can sometimes result in noticeable differences, but the differences are smaller when at 100%.
