Why is there no way to install the previous version of the program I need in creative cloud? There is only the latest version

You need to enable the 'Show Older Apps' in the Creative Cloud App preferences (see below screenshot)

Unfortunately, I don't have such a button.

In the General Panel of the Creative Cloud App there is an option to enable/disable to 'Keep Creative Cloud App up to date'. Make sure that you have this enabled otherwsie you'll likely not be using the most recent version of the app.
