Not a Lightroom specific issue, but wow was it bewildering when some random Windows 10 neurons all on their own decided to activate HDR Color on the HDMI port I use for my monitor. After a while I figured out what was going on. Just happy I wasn't stuck with it and didn't have to recalibrate the display in the middle of working on some photo sets.
Your question/complaint appears to be directed at Microsoft. You even go so far as to write "Not a Lightroom specific issue" Therefore, I'm not sure why you posted it on Adobe's Lr Classic forum.
