If that hard drive folder is synced to the cloud, that's expected behavior. Turn off file syncing.

Are you referring to a Lightroom collection/album? if so, which one -- Lightroom Classic (desktop) or Lightroom CC (cloud)?

When you use Lightroom Classic with a synced catalog, then Lightroom Classic will be the 'master application'. Deleting a photo from Lightroom Classic will delete it from the cloud as well.

You're not really helping me resolve my issue. And as far as I can remember (it's been a while since I've used this), I never had a problem deleting my cloud photos in LR without deleting them on my HD.
So, how can I save my photos and delete my cloud synched photos WITHOUT deleting both??? Please, thanks.

Your original Title, Question.

First how did this image get to the Adobe Cloud system of LR Mobile (Mobile app for iOS and Android), Classic (Traditional desktop version) or the new Lightroom Cloud Centric version? Was it imported into the LR Mobile app, like a phone picture?
Then in a reply you made to another ACP user you said.

Yes if you are in LR Classic and you have selected "All Synced Photographs" the images that are being shown to you are all the images that are on your hard drive that you have synced through collections withe the LR Web/Mobile system. If you Delete from disk, Or Even Remove that image from the catalog (without deleting it from your hard drive), it removes any reference to that image and removes it, Deletes it from the Web/Mobile system. This is by design. LR Classic is the Master of those images. But you should get this dialog box that is asking you a question.
It states that whatever number of photos you have selected, 1-100-whatever, will be removed from All Synced Collections and from LR photos on Creative Cloud. You have 2 options, OK and Cancel. There is also a check box to not show this box again "Don't show again". Maybe at one time you check that box and not you aren't getting that warning?
If you Delete a image from LR Classic that is synced it will remove them from the cloud system.

edit: To answer your question, yes, it was from a phone. I haven't had this problem in the past. Did something change, becuase I've often downloaded then deleted photos from the cloud.
SO ARE YOU TELLING ME THAT I CAN'T DOWNLOAD MY IMAGES FROM INTERNET, SAVE THEM, THEM DELETE THEM FROM THE WEB. THATS WHAT i WANT TO DO.......CAN I NOT DO THAT WITH LR BECUASE IF THATS THE CASE THEN ADOBE CC IS ABOUT TO BECOME USELESS TO ME.

OK, so if I read you correctly here is a procedure I follow. My main, at home, the desktop application is Lightroom Classic which I have synced to my Adobe a/c.
I have the following mobile devices also synced to my Adobe a/c, my two iPads and my iPhone and my Android Smartphone. One of the iPads and the iPhone is used by my wife, she only uses this to access my files and does not do editing.
When we travel, which is several times each year, I use my iPad and my Camera which I shoot in Raw format, the files from the Camera are copied to the iPad and all the files get synced to the Adobe Cloud storage.
When I return home and reboot my desktop the original files get synced to my desktop and get stored in a folder on my desktop, I use the default for the system. After I am sure the files are safely stored on the desktop I pause the sync on the desktop. Then I proceed to create a new folder within my hard drive which is in date order in my folder system, I use a temporary file to import so that the folder shows in my regular folder structure. I then select the files from the mobile device which is in the default location and drag them into the folder created folder. The files are now on my regular storage and imported into Lightroom Classic. I then use the mobile device to delete the original files from the Adobe Cloud storage.
The files are removed from my iPad and the Cloud storage freeing up space within the iPad and Cloud. I can then proceed to create a collection on my desktop and sync to the cloud if I wish to share. (The synced collections do not use any of your allocated storage on the cloud. I can then turn on the sync on the desktop.

Ok, I do not wish to cause any problems, so this may be a little wordy. When you sync original files from your iPhone to the Adobe cloud the original file is synced to the cloud and utilizes the storage allotment from your account . If you have Lightroom Classic synced to the account a copy of the origin file will be downloaded to your desktop to a default folder on your desktop HD or to a selected location. This is necessary for LR Classic to function, printing, sending files to Photoshop, exporting etc. So to switch those to your regular file system you first have to pause syncing on your desktop ro if you move the file, athe system will start syncing again.. You can then proceed to move the files from the synced folder to a designated folder on you desktop regular storage. Then those files are now part of the desktop catalog. Next use your iPhone to delete the files from the cloud storage, when that is completed you can start the sync from from LR Classic. If you wish to share the files on line create a collection with LR Classic and sync. Synced files from Classic are smart previews and do not utilize any of you storage allotment.

In my experience- If you [REMOVE] a photo from a (Classic) COLLECTION that is synced, it will remove it from a Lightroom ALBUM on a Mobile device (and from the Lr Cloud ecosystem), but the file stays in the desktop FOLDER where it downloaded.
So select a photo in a synced Collection and R-Click: [Remove]. Choose [No].

If they are still referenced in a Synced Classic Collection- then Yes!

I figured it out. I have to delete the image on my phone, not through LR. That's the part of was forgetting. By doing this it deletes the synch list which inturn leaves my images on my HD without being affected.
