What LRC files can I safely delete from my C: drive (computer storage drive) and not mess up my LRC program? Thank you in advance for your help!

More detail is needed. How much free space on your C: drive does Windows Explorer say you have? Why put photos on the C: drive in the first place if you are running out of space?

I save ALL my photos on a EXTERNAL drive, NOT on my C: drive. But there is some behind programs/files that holds photos I am not sure about. Think it is a preview.lrdata with lots of photos and taking up me data on C:. 4mb left on C: Can I delete this or move it's location?

You can delete previews.lrdata, but this will slow down your LRC Library Module, and LrC will create the folder again as needed, and so eventually you will run out of space on your C: drive. That's a problem not just for LrC but also for other programs. This running low on space is something you are going to have to address, as it is not just a Lightroom Classic problem.
Where are your catalog backups? Those should not be on the C: drive.

You can consider moving that catalog to another drive.
LrC performance benefits from faster hard drives for the catalog and the CACHE file. No benefit performance wise for photos location. At the same time LrC performance can degrade if the catalog is on a drive lacking free space (typically 20% free or better)
