When choosing to reorganize all photos onto a new computer, what is the best folder location for the catalog in relation to the photos? The new location of all photos will be in many sub-folders of one hard drive. I want to make the next move simpler than the last move. The photos were on three different hard drives and I would rather never make that mistake again.

You should put the catalog on your fastest drive with SSD or NVME being better options than a traditional hard drive. Typically, this will be the computers internal drive.

There is no 'best folder location'. The best drive is as @Ian Lyons said, the fastest drive (so usually your internal drive), but the folder is irrelevant. Choose a folder that is logical to you. The default folder that Lightroom Classic uses is your Pictures folder and that does make sense (to me).

Perhaps you could, instead of asking for "best folder" which doesn't exist, explain what problems you have had that you would like to avoid in the future.
I agree with the others, that (except in special cases) catalog goes on the fastest drive.
