Why don’t I have all the tools in my Lightroom CC bar on the right side ?

Have you read the documentation about the new version?

At the top of the Discussions section, see the first item,  "Lightroom Classic 11 is now available" This is a document Adobe always presents in the Community site, and always posts on the Web.

In it, you will find a link to "Whats new in this update" That is a document Adobe always posts. One should always look at this document. Especially when a major update is released.

When you read that you will notice a section on the new masking. The new masking is s huge change. Your missing buttons are in the new masking.

The new masking is complex, it will change your workflow. Below is a very good video on it. This video is very long. Watch the entire video, perhaps with LrC up to work along with it to learn.

Note, also in the Adobe documents, pay attention to the changes in metadata, that has sent several members  into panic, but that was before they read the whats new,. Bad habit not reading whats new.
