Won't load camera raw

The latest version of Lightroom Classic is giving me this error.

Camera Raw will not load, then it quits.

Are you sure that you were launching LrC?

LrC does not use the ACR plug-in

Yes, my other version of lifghtroom will not load a catelog.

I need to correct my responce. I got my versions mixed up. LRC will not load a catelog. The other version is having the RAW issue.

Try resetting your Lightroom preferences:

Quit Lightroom Classic.
macOS: Press and hold the Shift + Option keys.
Windows: Press and hold the Shift + Alt keys.
While holding down the keys, launch Lightroom Classic.
When asked, select "Yes". 

Actually, LR uses Adobe Camera Raw when you use the "Edit in Photoshop" command. The parametric edits and image data is then processed by ACR. If the two are not on version parity, LR will pop an error and tell you it will render the data instead.

What is the exact sequence of steps in LrC that results in this error? Please describe in detail.
