hello 

i got the new lightroom upgrate nav 2021 n  it seems a lot is changed , 

where  can i find the iris enhancer  , where can i change the sky ??? for me it looks all very amaturistic .

AFAIK, Iris Enhancer was just a brush preset. You change the sky by adding a sky mask. This new masking takes time to get used to, but it's far from amateuristic. It is much more powerful now.

Make sure you installed the right version of Lightroom. The cloud version called Lightroom has a much simpler interface, and it sounds like you were probably using Lightroom Classic.
