I often find myself leveraging 2-3 presets from my list as a base, then making slight adjustments here and there. As I'm going through my workflow, I'll edit one image in color, move to another and do it in b&w, and then find another image that I want to have the exact same settings from the first image, but have to click over to that image, copy, and then click back into the other image and paste.
My idea or suggestion is to have some type of "quick adjusted preset" buttons.
Here's what I think it could look like:
In the gray box where you can choose 'Soft Proofing'... put a set of buttons there (maybe make it customizeable to how many buttons). For example, 4 small squares that the icon is a thumbnail of an image you sent there because you liked it's look and knew it would be used later (this could be drag and drop of the photo from the film strip or a key-combo to send it to that button). Then, as you move through your images, if you find one that you want to have those same settings, you just click on the thumbnail or agian, some kind of key-combo. You do this for whatever buttons you've set in that panel and if you are onto a new scene (You were working on outdoor ceremony photos and now the filmstrip has moved into the darker reception space). Those small thumbnails will help show you which one to select and apply.
You could even add additional options to this panel like, telling Lightroom you want to copy/paste all the settings except for spot removal, etc.
This saves a few steps in a normal workflow and could really show your end users that you're really looking outside of the box to improve the Develop UI and workflow.
