Could Lightroom automatically store a has_been_printed boolean field, and maybe a printed_date field?

While waiting for Adobe to implement this, you could use the Any Filter plugin to filter by the date/time photos were last printed:
In addition to develop adjustments, the Develop module History records when a photo is printed, exported, etc. I'm not sure whether it's searchable though.

Not with built-in commands, but you can search it with the Any Filter plugin (see above).
