This question came up in a class I teach and I ended up writing a 8 or 9 step set of directions to do it!

Create a preset for Auto

Go to prefs and  make it the global choice

yada yada yada

Why not just have it show up in the Apply During Import panel?

Years ago there used to be a preference option for apply Auto Tone (the old name) on import, but it got removed.

LR does include a built-in preset Classic - General > Auto Settings. You can select that preset in Import > Apply During Import > Develop Settings:

But I think the Classic - General group is hidden by default, not sure. If it's hidden, it's as many steps to unhide it as it is to create your own "Auto" preset.
