100% zoom on import different for CR3 files?

I noticed with my recent Canon R5 while importing that I cannot see a true, 100% close-up of the image like I can with my CR2 files from the 7D. While it does zoom in a bit, it's not 100% resolution. If I use the Zoom scroll then it becomes pixelated. Is this a Lightroom Classic limitation with CR3 files?

The photo is Loupe View in Import is from the Embed JPG in the RAW file.  Maybe the R5 is not including a full size JPG for the preview.  This might be a setting somewhere in the camera.
