Adjustment brush not working

When I click on the adjustment brush tool it allows me to brush the area of the photo I wish to adjust, however, all of the basic sliders have the adjustments that I previously applied globally, and if I adjust any of them, the adjustment is applied globally, not to the area that I had just selected with the adjustment brush tool.  So, in effect, the tool doesn't work at all.

If your Adjustment Brush Dialog has AMOUNT under "Effect" than click the left facing white triangle under "New Edit".  You have the Local sliders closed.

Sometimes people accidentally select a slider in the basic section, not in the adjustment brush.
