then the ACC intstaller starts to install the desktop app.

Probably the point, perhaps your copy of the Adobe Creative Cloud Desktop App is corrupt or gone missing.

ok but a new copy has been installed several times. I suppose if it continues I should uninstall and install. thank you.

I suggest uninstalling and reinstalling the Creative Cloud App.
