Check these settings-
1) Size is adequate
2) Flow = 100
3) Density = 100
4) If you see an [Amount] slider you are in compact mode. (Click the spinner triangle above [Amount] )
5) You are adjusting in the Basic panel that appears always below the Brush panel - Often because of 4)
6) On the Tool bar set Brush Pins to Show 'Auto' or 'Always'.
7) Turn on the Overlay to check that you are, in fact, brushing. [O]. [Shift+O] changes the overlay color.

And what adjustment in the Brush sliders are you trying to apply?
If it is something like 'sharpening' then you may not easily see the effect.
Set something extreme like -4 stops exposure to see the effect.
Show us a screen-clip of your Brush panel with part of an image with the Brush circular cursor visible.
"the basic settings" are NOT the Brush settings!
Try a Preferences reset. PREFERENCES RESET
Do a computer cold re-boot.

Another point that you can try is to switch off the GPU support from the Lightroom preferences and check if that helps to fix the issue
Go to Lightroom > Preferences > Performance tab > Uncheck "Use Graphics Processor" > Restart Lightroom.

Please post a screen shot of the full LR Classic window with the Adjustment Brush tool active and showing that tools options section and the Overlay option turned on like this.

Simple fact is if LR Classic is working, running, Not crashing, the Adjustment brush is working properly and it is your settings that are causing you to Think it is not working.

From your screen-clip:
You have the Brush active. I see the pink Overlay visible of the area you have brushed.
But your adjustment will be almost in-effective because you are trying to decrease the exposure of very bright tones (on the cannon) by 1.44 stops. And your Density is only at 57. (ie. 57% of a 1.44stop adjustment to 'white'). How do you darken 'White'? It really cannot be done well in Lightroom.
I am not surprised at your results seeming in-effective.
To put color tones on the cannon you would need to add some color in Photoshop using different techniques.

I am not the OP. I do not have a problem with the Adojustment brush. The Screen shot I posted was for reference for the OP to post a screen shot of his install of LR.

Sorry, JSM, Still getting 'au fait' with the new forum structure, scrolling up/down.
Maybe the OP can use my comments anyway.
