We issuing the preset:getSetting() call, not only the develop settings in the develop preset are returned, but also all the enable... as false.

As an example a preset with only exposure = 0.5

{EnableCalibration = false,
EnableCircularGradientBasedCorrections = false,
EnableColorAdjustments = false,
EnableDetail = false,
EnableEffects = false,
EnableGradientBasedCorrections = false,
EnableGrayscaleMix = false,
EnableLensCorrections = false,
EnablePaintBasedCorrections = false,
EnableRedEye = false,
EnableRetouch = false,
EnableSplitToning = false,
EnableToneCurve = false,
EnableTransform = false,
Exposure2012 = 0.5,
ProcessVersion = "11.0",
Version = "13.0"}

 The problem arise when applying this preset to a photo with

local preset = LrApplication.addDevelopPresetForPlugin(_PLUGIN, "Apply preset " .. presetName, preset:getSetting())
photo:applyDevelopPreset(preset, _PLUGIN)

All the panels are turned of and it seems that all the develop edits have gone.
They are still there, but you have to turn of all the panels.

At least confusing, at most at lot of work!
