Can't Install Presets in Lightroom Classic on a brand new MacBook Pro

I  don’t have the option to add presets in develop module because the plus sign is grayed out and there are no Adobe presets installed either....I am running the newest version OS for Apple and have no clue how to fix

You must have a photo selected in Develop to click the "+" button (that's a LR bug).  You can also do the menu command File > Import Develop Profiles And Presets.

 

If the built-in presets still aren't showing, click the "+" button and do Manage Presets.
